Political instability has increased in Zimbabwe following the passage of Constitution Amendment Act No. 3, which extends presidential and parliamentary terms from five to seven years and shifts the presidential election to a parliamentary decision. 

This amendment has caused significant fractures within the ruling elite. A faction of nine retired senior military officers, led by former Air Vice-Marshal Henry Muchena, has joined Vice President Constantino Chiwenga in opposing President Emmerson Mnangagwa's efforts to remain in power. While some ZANU-PF supporters have proposed further extensions of leadership until 2037, the constitutional changes—including the removal of the requirement for presidential running mates—have provided Mnangagwa with legal mechanisms to manage political rivals.

In response to the shifting constitutional order and electoral uncertainty, former opposition leader Nelson Chamisa has launched "Agenda 2026," a grassroots citizens' movement designed to organize beyond traditional party structures.
