2027 Finance Bills signal major budget shifts in Algeria and France

The 2027 Finance Bill (PLF) outlines significant budgetary shifts in Algeria and France. In Algeria, the Ministry of Foreign Trade and Export Promotion is set for a massive increase, with commitment authorizations rising by over 726%, from 1.408 billion dinars in 2026 to 11.635 billion dinars in 2027. This move aligns with national efforts to diversify the economy and boost non-hydrocarbon exports. Other sectors receiving substantial increases include hydraulics, which saw a 31.34% rise in payment credits, and telecommunications, which saw a 51.55% increase.

In France, the 2027 Finance Bill proposes a change to the funding of professional training. The Medef employer organization has criticized a plan that would cap the portion of the Cufpa (unique contribution to professional training and apprenticeship) paid to France compétences. This change could redirect approximately 1.1 billion euros from professional training funds into the general state budget. Medef officials, including Olivier Faron, have expressed concerns that this move threatens the Personal Training Account (CPF) and professional transitions, suggesting the state is responsible for the deficit at France compétences.
