Sudan’s Sovereign Council chief and army commander Abdel Fattah al-Burhan has announced a proposal for a national dialogue aimed at restarting the country’s political process. To encourage participation, al-Burhan pledged temporary immunity and legal, political, and security guarantees for those involved. He stated that criminal proceedings against participants would be temporarily suspended, though he clarified this does not constitute a formal pardon and would not affect the rights of those who filed complaints.

The proposed dialogue is intended to be managed by an independent national mechanism rather than the state, which al-Burhan emphasized would not determine the agenda or outcomes. He described the process as an open-ended endeavor that should allow for public criticism and opinion without fear of legal prosecution for statements made during sessions.

Despite these offers, al-Burhan maintained strict conditions for any lasting peace. He stated that the army remains committed to defeating the Rapid Support Forces (RSF) and that any genuine peace initiative must not result in the RSF returning to political power. He specified that a settlement would require the RSF to first disarm and assemble in designated locations.

Amid these political developments, military activity continues. The Sudanese army reported shooting down an FH-95 drone in North Kordofan, while the RSF claimed control over the Aghru area in the Blue Nile region.
