Turkey outlines 'Terror-Free Turkey' vision and legal framework

AK Party Group Chairman Abdullah Güler and Deputy Mustafa Şen have detailed the strategic and legal components of the ‘Terror-Free Turkey’ initiative. Speaking at a panel in Malatya, Güler emphasized that the goal is to achieve a ‘terror-free region,’ noting that stability in neighboring countries like Syria, Iraq, and Iran is vital to Turkey’s national security.

Güler announced that the ‘Law on Strengthening National Solidarity, Brotherhood, and Social Integration’ was enacted on August 10. He clarified that legal provisions are contingent upon the complete surrender of weapons and the cessation of organizational activities by terrorist groups, which must be verified by security institutions. He noted that the law is not a general amnesty, as serious crimes such as intentional murder remain excluded.

Furthermore, Güler identified the Grand National Assembly of Turkey (TBMM) as the ‘third eye’ of the process, ensuring parliamentary oversight alongside the commission led by the Vice President. Mustafa Şen echoed these sentiments, stating that the objective is to eliminate terror potential not only within Turkey but across the broader region to prevent future instability.
