ABIN regulates ‘msg gov’ for secure intelligence communications

The Brazilian Intelligence Agency (ABIN) has established official regulations for the use of ‘msg gov’, a secure institutional communication application designed to serve as an alternative to commercial messaging platforms like WhatsApp.

Developed through a partnership between ABIN, the Federal University of Ceará (UFC), and Serpro, the tool is intended for use within the Brazilian Intelligence System (Sisbin). The application utilizes a dual-layer encryption method, combining commercial encryption with proprietary cryptographic technology developed by the Brazilian state to ensure technological sovereignty.

The new regulations mandate that Sisbin member entities incorporate these rules into their internal procedures. While the application should be used on corporate devices, installation on personal devices requires prior authorization from high-level administration due to the additional information security risks involved. Users must maintain security credentials and are held responsible for all actions performed under their identification.
