Abraham Lescano appointed head of Peru's INPE

The Peruvian Executive Branch has officially appointed Abraham Alejandro Lescano Salazar as the new president of the National Penitentiary Council of the National Penitentiary Institute (INPE). The appointment was formalized through Supreme Resolution N° 179-2026-JUS, signed by President Keiko Sofía Fujimori Higuchi and Minister of Justice and Human Rights Ernesto Julio Álvarez Miranda.

Lescano Salazar, a retired Colonel from the Peruvian Air Force with 35 years of experience in strategic intelligence, security, and national defense, replaces Raúl Timoteo Inga Garay. His leadership comes at a critical time as the penitentiary system faces an emergency regime, requiring immediate measures to address overcrowding and internal security.

His tenure will be transitional as the country implements the National Superintendency of Internment and Resocialization (SUNIR). Under Legislative Decree 1710, SUNIR is set to progressively absorb the functions of INPE, PRONACEJ, and PRONAPRES. Until this merger is complete, the current institutional dependencies will maintain their operational responsibilities.
