Portugal data center expansion sparks energy and environmental debate

Portugal is positioning itself as a major European hub for data centers, but the rapid expansion is sparking intense debate regarding energy security and environmental sustainability. The Sines Data Centre Campus, a massive project operated by Start Campus with an estimated investment of 8.5 billion euros, is a central component of this strategy. Once fully operational, the campus could account for approximately 22% of Portugal's total electricity consumption in 2025.

Environmental organizations, such as Zero, have raised alarms that the current strategy lacks sufficient guarantees for climate transition and resource management. Critics point out that the massive electricity and water demands of these facilities could place unprecedented pressure on the national grid and local ecosystems. In regions like Abrantes, concerns have been raised that mega-data centers could consume up to 19 times the annual electricity of the entire municipality.

Political figures have also noted a potential contradiction between the government's goal to attract international data centers and its commitment to renewable energy. Former Secretary of State for the Environment José Eduardo Martins suggested that if the government pursues this strategy, the discussion regarding nuclear energy may become inevitable to meet the surging demand, as renewable production alone may not suffice.
