Academic Union criticizes Radovan Fuchs over higher education law changes

The Academic Union has criticized Croatian Minister of Science, Education and Youth Radovan Fuchs and his appointed working group regarding proposed amendments to the Law on Higher Education in Scientific Activity. The Union claims the Minister bypassed competent bodies of the higher education system, instead negotiating changes with specific individuals for political reasons.

The Union described the working group as “incompetent,” noting that of its 15 members, seven are from the Ministry. They highlighted that four of these members lack expertise in science or higher education, as they do not hold doctoral degrees, and an eighth member represents the Croatian Employers Association.

Furthermore, the Union criticized the public consultation process, which took place from June 24 to July 9. They argued the brief period during the summer months prevented universities, faculties, and scientific institutes from properly reviewing the proposals. Out of 720 submitted suggestions, the working group rejected 447, partially accepted 95, and accepted only 51. The Union is calling for a public debate involving competent authorities.
