ACCC launches inquiry into mandatory domestic mobile roaming for regional Australia

The Australian Competition and Consumer Commission (ACCC) has opened a 12‑month inquiry into whether to declare one or more wholesale mobile services, most notably domestic roaming, that would allow phones to automatically switch to a rival network when coverage drops in regional and remote areas. Commissioner Anna Brakey said the move responds to growing calls from consumers, industry participants and parliamentary reviews for greater choice and better coverage. The inquiry will also examine a radio access network service covering shared tower and equipment use, and consider the role of emerging low‑earth‑orbit satellite services.

TPG Telecom welcomed the investigation, noting that network sharing has helped close coverage gaps, while Telstra has opposed any mandatory roaming regime, arguing it would weaken investment incentives, increase congestion and reduce reliability for Australians in regional areas. A discussion paper is expected in September, and the ACCC will hold forums in affected communities as part of its assessment.
