Acceso a la Justicia reports over 100 missing Official Gazettes

The organization Acceso a la Justicia has reported that at least 116 editions of the Official Gazette are unavailable to the public, spanning the period from 2021 to July 2026. This lack of availability prevents citizens from accessing laws, presidential decrees, ministerial resolutions, and court sentences.

Data indicates a progressive deterioration in publication consistency. In 2021, eight gazettes were missing; this number rose to 10 in 2022, 14 in both 2023 and 2024, 24 in 2025, and reached 46 missing extraordinary editions by July 2026. The Servicio Autónomo Imprenta Nacional y Gaceta Oficial (Saingo), responsible for the state's official diary, has not disclosed these documents in either physical or digital formats.

Furthermore, even when gazettes are published, they often face delays of several months, regardless of whether they contain regulations requiring immediate application. Acceso a la Justicia warns that this lack of transparency exposes citizens to potential legal non-compliance due to ignorance of current legal instruments.
