Accra floods expose chronic urban planning and response failures

Torrential rain on Monday sparked a fire at a plastic market in Odawna and intensified flooding across Accra, prompting criticism of the government’s inadequate response and the limited presence of emergency services. The incident revives memories of the 2015 Circle disaster, which claimed over 150 lives and for which survivor compensation remains unresolved.

Rapid population growth and unchecked construction in waterways have left the Greater Accra Region vulnerable. Poor drainage, extensive impermeable surfaces and structurally deficient buildings exacerbate storm‑water runoff, leading to repeated flood and fire emergencies. Analysts note that despite past master‑plan proposals, little has been implemented to mitigate these risks, underscoring a long‑standing gap between promises and action.

Calls are growing for the revival of flood‑mitigation projects such as the GARID initiative and for a scientifically driven committee to devise lasting solutions, as Accra’s capacity to protect its residents continues to be called into question.
