Aceh accelerates Krueng Geukueh-Penang Ro-Ro shipping route reopening

The Aceh Provincial Government is accelerating the reopening of the Roll-on/Roll-off (Ro-Ro) shipping route between Krueng Geukueh in North Aceh and Penang, Malaysia. This maritime connection, a priority program for Governor Muzakir Manaf, was previously halted following hydrometeorological disasters, including flash floods and landslides, in late 2025.

To facilitate the service, the government is drafting a Governor's Regulation to assign PT Pembangunan Aceh (PEMA) as the service operator. Utilizing a state-owned enterprise (BUMD) is intended to provide operational flexibility, allowing for business-to-business collaborations with private investors. While PEMA will manage operations, the Aceh government intends to maintain control over strategic aspects, including shipping schedules, tariffs, and cargo priorities.

The Department of Transportation plans to support the initiative through grants or capital injections. Coordination is ongoing with the central government and Malaysian authorities to finalize regulations, funding, and port readiness.
