Acer Reggio Emilia's debt climbs amid regional housing crisis

Rosamaria Papaleo, secretary‑general of Cisl Emilia Centrale, criticised the financial situation of Acer Reggio Emilia after the presentation of its 2025 budget. She highlighted that overdue debts to residents rose from €11.9 million in 2018 to €16.4 million in 2024, a 38 % increase. A Cisl analysis of the 2024 public‑sector balances for seven Acer entities placed Reggio second for total gross credits owed, behind Bologna, and first when the figure is expressed per regional housing unit (about €3,976 per dwelling).

Papaleo called for greater transparency, measurable objectives and a stable dialogue with the community and social partners, arguing that the housing emergency affecting vulnerable families must become a public, not merely administrative, issue.
