Cedae Saúde audit reveals R$ 400 million in suspected misappropriation

An audit by the Rio de Janeiro state government has uncovered evidence of misappropriation exceeding R$ 400 million at Cedae Saúde, the health assistance fund for employees of the state water and sewage company. The investigation, which began following the June 2026 dismissal of president Eric Frederik Gualberto, revealed that crucial accounting records and supplier lists from December 2023 to April 2026 had been deleted from the system.

Auditors successfully recovered the data, which indicates a scheme of favoritism toward companies linked to the former administration. Specifically, four companies associated with an offshore entity in the British Virgin Islands linked to Gualberto reportedly received R$ 95 million during his tenure. The audit also noted that monthly transfers to the fund were previously averaging R$ 20 million, a figure the current management has since reduced to approximately R$ 6 million, a 70% decrease.

The findings will be forwarded to the Rio de Janeiro State Public Prosecutor's Office (MPRJ) for further legal action. Additionally, the audit identified that former governor Cláudio Castro was irregularly included as an associate in the program and allegedly incurred R$ 140,000 in irregular medical expenses. Castro has stated he did not request membership and intends to settle the debt.
