Acre Court warns Rio Branco's new master plan approved against technical alerts

The City Council of Rio Branco approved a new Plano Diretor (municipal master plan) on July 9, 2026. The Tribunal de Contas do Estado do Acre (TCE‑AC) issued a public note the following day stating that the legislation was adopted in disregard of the court's technical studies, alerts and recommendations.

TCE‑AC highlighted risks to legal certainty, urban order, environmental protection and procedural compliance, arguing that the plan could jeopardise the city’s territorial management and the proper use of public resources. The court affirmed its role as an external auditor and pledged to monitor the plan’s implementation to ensure conformity with the Constitution, existing urban legislation and sustainable development principles.

The Plano Diretor sets guidelines for Rio Branco’s future growth, land use, mobility, housing and urban development, but its legitimacy is now questioned by the state audit institution.
