Actor Parthiban seeks law for 'No Caste, No Religion' certificates in Tamil Nadu
Actor‑director R Parthiban has filed a public interest litigation in the Madras High Court asking the Tamil Nadu government to enact legislation or issue orders that would allow the Revenue Department to issue certificates stating that an individual belongs to “No Caste, No Religion”. Parthiban previously obtained such a certificate in April 2025 after a court direction, and a division bench had ordered the state to issue guidelines in June 2025, but the directive was not implemented due to coordination problems between the state government and the Governor.
In his petition, Parthiban argues that a specific legal framework would not conflict with existing laws and would protect individual freedom of identity. The case is scheduled for hearing on 3 August before a bench comprising Chief Justice Sushrut Arvind Dharmadhikari and Justice G. Arulmurugan.
