Administrative changes affect union deductions in Uruguay and labor status in Panama

In Salto, Uruguay, the local Intendencia has decided to modify the payroll deduction system for municipal employees. Moving forward, the administration will only deduct union dues for members of ADEOMS. Other financial obligations previously managed through the municipality—such as credits, dental care, and various purchases—must now be paid directly by the employees to the union. This change removes the municipality's role as an intermediary, potentially increasing the risk of delinquency for the union as it can no longer rely on automatic, guaranteed collections.

In Panama, the Autoridad de Aseo Urbano y Domiciliario (AAUD) is seeking to transition more than 200 workers from eventual to permanent status. Director Ovil Moreno plans to submit a formal request to the Ministry of Economy and Finance (MEF) to address the job instability affecting these employees, some of whom have served for over a decade without permanent contracts. The MEF has indicated it has no objections to the proposal, which aims to provide workers with better access to credit and housing.
