ADN Madeira challenges Court of Auditors over PSP funding protocol
The political party ADN Madeira has requested clarifications regarding a report from the Court of Auditors (Tribunal de Contas) concerning a cooperation protocol between the Regional Government and the Public Security Police (PSP).
The protocol involves allocating 30% of revenue from road fines to investments in police infrastructure, vehicles, and technical equipment. The Court of Auditors, in its analysis of the 2024 Regional Account for Madeira, noted that the 2019 resolution authorizing the protocol failed to identify a specific legal framework or the criteria for the allocation of these funds. Additionally, the Court raised concerns regarding the lack of a defined timeframe for the agreement, suggesting that the legality of the protocol and associated expenses, which totaled approximately 748,700 euros in 2024, could be in question.
Maíza Fernandes, the party's regional coordinator, questioned the scope of the oversight and called for specific legal justifications. While the 2025 and 2026 Regional Budgets now expressly provide for the allocation of these fines to the PSP, the party noted that this legislative change does not automatically resolve previous legal deficiencies.
