ADSE projects 123 million euro surplus for the year
The Portuguese healthcare subsystem ADSE is projected to close the year with a budget surplus of 123 million euros. While this represents a 28.2% decrease compared to 2025, the institution has accumulated more than 800 million euros in positive results.
The surplus has sparked debate regarding whether these accumulated funds should be used to expand services or increase reimbursements for beneficiaries, especially as the number of users has grown by nearly 34,000 over the last two years.
There is an increasing shift toward the 'conventioned regime,' where beneficiaries use providers with existing agreements with ADSE. Expenses within this regime grew by 28.8% over the last two years, compared to a 12.3% increase in the 'free regime,' where users pay upfront and seek reimbursement later.
