Aena implements DORA III investment plan for Spanish airports

The Spanish government has approved the DORA III regulatory framework for the 2027-2031 period, establishing a roadmap for Aena's airport investments. Under this plan, Aena is expected to invest approximately 13,000 million euros across the Spanish airport network, accompanied by an average annual increase in airport fees of 0.33%.

Challenges have emerged within this framework, notably regarding the Tenerife Sur airport. A 464 million euro tender for its remodeling received no offers, prompting the Tenerife Cabildo to demand a review of the bidding conditions to better reflect current market costs and complexity. Aena officials noted that the project's requirement to maintain operations during construction increases market risk.

Other regional developments include the Ibiza airport reform, where three business groups are currently competing for the technical design contract. Passenger projections for 2031 show significant growth for Madrid-Barajas, expected to reach 77 million passengers, while Barcelona-El Prat is projected to reach 60 million. Conversely, Albacete airport faces a decline, with projections suggesting it will serve only about 3,000 passengers annually by 2031, despite a 300,000-passenger capacity.
