Agricultural policy shifts focus on drought relief and innovation
Agricultural policy is facing significant shifts due to environmental challenges and strategic planning. In Hungary, a new decree (18/2026. (IX. 9.) AÉM) has introduced an “automatic vis maior” mechanism for farmers. This measure responds to the extraordinary drought recognized across the country between July 1 and August 18, 2026. Under this regulation, producers no longer need to submit individual vis maior applications for specific agricultural support commitments if the fulfillment of those obligations was hindered by the nationally recognized drought.
Simultaneously, European Union agricultural ministers are meeting in Dublin to discuss the long-term sustainability and competitiveness of the agri-food sector. The discussions focus on the 2028–2034 EU budget, rural generational shifts, and the role of innovation in maintaining economic viability. A key priority is determining how research and new technologies—such as digital data systems and automated processes—can assist livestock and protein production, particularly for smaller farms facing high entry costs for new technologies.
