Turkey prepares new Market Law to regulate agricultural sales
The Turkish government is advancing a new Market Law (Hal Yasası) designed to control food price increases and restructure the sales chain from producers to consumers. Developed by the Ministries of Treasury and Finance, Trade, Agriculture and Forestry, and Labor and Social Security, the draft has been condensed from approximately 30 articles to a 9-article framework.
Key provisions of the draft include mandatory quotas for domestic products on supermarket shelves and tax incentives for retailers that prioritize local goods. The regulation aims to reduce intermediary costs by removing commission agents and enabling producers to sell directly to markets, consumers, or online channels. Additionally, the plan proposes doubling the number of agricultural cooperatives and implementing digital tracking to prevent unregistered trade and speculative price hikes.
To ensure compliance, the law is expected to introduce administrative fines and prison sentences for violators. While the legislation moves toward the Grand National Assembly of Turkey, agricultural representatives in regions like Adana and Alanya have called for the inclusion of field experts in the drafting process to ensure the needs of local producers and market workers are met.
