Agencia de Desarrollo Rural faces scrutiny over massive contracts
A controversy has emerged between Colombia’s Ministry of Agriculture and the Rural Development Agency (ADR) regarding high-value contracts processed during an exceptional working day on Saturday, August 8.
Agriculture Minister Indalecio Dangond questioned the legality and timing of these processes, estimating that contracts totaling between $250,000 million and $260,000 million were being advanced. Specific projects mentioned include a $190,000 million deal with the National Unit for Disaster Risk Management (UNGRD), a $70,000 million contract for a swine slaughterhouse, and a $30,000 million project for the Casanare department.
Outgoing ADR Director César Pachón, appointed during the Gustavo Petro administration, defended the decision to hold a working day, stating it was necessary to meet administrative and budgetary deadlines. Pachón rejected the allegations, claiming they lack substance and calling for retractions from those spreading the accusations. Minister Dangond has issued a circular requesting the suspension of new contracting processes, except for those deemed strictly urgent, and has indicated he will evaluate Pachón’s continued tenure in the role.
