Agroecology agenda faces legislative threats despite federal reconstruction in Brazil
A study by the Articulação Nacional de Agroecologia (ANA) reveals a polarized landscape regarding agroecology in Brazil. Analyzing 783 proposals from January 2023 to June 2026, the research found that among a sample of 107 propositions, 57% defend agroecology while 43% represent socio-environmental setbacks. The study indicates that threats to agroecology are primarily driven by right-wing parties, specifically the PL and PP, while the PT and PSOL lead the defense of these policies.
In contrast to the legislative tension, the study highlights a reconstruction of the agroecological agenda within the federal executive branch. Between 2023 and 2026, the government identified 94 public action instruments, including councils, plans, and programs. Nearly 46% of these are new initiatives, marking a shift from the period between 2016 and 2022, which was characterized by the dismantling of social dialogue channels and resource reductions. The reconstruction effort focused heavily on institutional recovery in 2023 and 2024, followed by the expansion and diversification of programs in subsequent years.
