Portugal President calls for political pact to address housing crisis
Portuguese President António José Seguro has convened national political parties for a meeting on October 29 to address the country's escalating social crisis, specifically the housing shortage. The move follows protests and encampments in Lisbon and Porto regarding housing access. Seguro is advocating for a ‘state pact’ among political forces to establish urgent, long-term solutions.
In the Parliament, a debate on housing was held following an initial rejection by Assembly President José Pedro Aguiar-Branco. The debate proceeded after opposition parties successfully appealed the decision, which had originally cited parliamentary rules regarding the frequency of urgent debates. During the session, government officials expressed sympathy for citizens facing housing insecurity while attributing current difficulties to the ‘inertia and immobility’ of previous administrations.
Separately, the Infrastructure and Housing Minister, Miguel Pinto Luz, faced scrutiny regarding potential conflicts of interest. Political parties PSD and Chega blocked a parliamentary hearing intended to address concerns that recent legislative changes to urbanism and building regulations—which shortened the timeframe for contesting municipal decisions—could benefit the minister’s previous administrative roles in Cascais.
