Agustín Peretti proposes municipal transparency reforms in Santa Fe

Councilman Agustín Peretti has introduced a legislative initiative in Santa Fe aimed at increasing transparency in municipal public spending and administration. The proposal seeks to establish new regulations for local government, specifically targeting the management of permanent staff and discretionary appointments.

A key component of the project is the prohibition of political appointees or cabinet advisors from being incorporated into permanent municipal staff upon the conclusion of a mandate. Instead, the initiative mandates that entry into the municipal workforce must occur through public competitive examinations based on merits and experience.

To enhance ethical oversight, the proposal requires secretaries, directors, and council members to submit sworn asset declarations at the beginning and end of their terms, with annual updates required. Additionally, the project seeks to disqualify individuals from cabinet positions if they are registered as delinquent child support debtors. To support these measures, the initiative proposes the creation of a Public Registry of Political Personnel to disclose official names, appointment ordinances, and salaries.
