Croatia Lags in AI Adoption Despite Strong Digital Infrastructure

Croatia’s digital infrastructure—including 5G coverage and fiber‑to‑the‑premises (FTTP) networks—ranks at or above the EU average, yet the uptake of artificial‑intelligence (AI) tools remains significantly below the bloc’s level. According to the HUP’s analysis of the 2026 DESI report, only about 15 % of Croatian firms use AI compared with 20 % EU‑average, and just 22 % of companies employ advanced digital systems versus 46 % across the EU. Rural areas lag in fiber coverage (54 % vs 62.6 % EU average), creating a “regional digital gap.” The slow AI deployment is seen as the main barrier to higher productivity, potentially costing the country up to 4 % of the productivity gains that AI could deliver. HUP warns that without accelerated investment, better digital skills, and supportive regulation, Croatia may fall further behind in the digital race. The report also notes that while AI is a key driver of global economic growth—contributing to an estimated 2.5 % global GDP rise in 2026—Croatia’s delayed adoption could limit its share of these gains.
