US intelligence accuses Chinese AI firms of industrial-scale model distillation

Three US intelligence agencies—the FBI, NSA, and CISA—have issued a joint advisory accusing six Chinese AI companies of conducting industrial-scale knowledge distillation to extract proprietary capabilities from American frontier models. The implicated firms include DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z. AI.

The advisory alleges that these companies have been targeting models such as Anthropic’s Claude, OpenAI’s GPT, Google’s Gemini, and xAI’s Grok since at least late 2024. The agencies claim these operations, likely conducted with the awareness of the Chinese government, involve extracting billions of tokens to accelerate development and reduce costs by bypassing the need for massive independent training.

China’s Commerce Ministry has dismissed the allegations as baseless, accusing the United States of attempting to maintain a monopoly on the AI industry. Chinese officials stated that distillation is a common industry practice used globally and warned that Beijing would take resolute countermeasures if the US uses these accusations to suppress Chinese technological growth.
