AI integration advances in Serbia and Bosnia and Herzegovina

In Serbia, Growww AI Engine, led by CEO Nikola Kočić, is developing a Platform-as-a-Service (PaaS) approach to sovereign artificial intelligence. The technology is designed for highly regulated sectors such as banking and telecommunications, allowing organizations to run AI models within their own infrastructure. This prevents sensitive data from being transferred to external SaaS provider servers, addressing a major barrier for institutions that handle citizen or financial information.

In Bosnia and Herzegovina, the Public Procurement Agency has become the first institution in the country to integrate AI into its public operations. The agency introduced a “Knowledge Base” in June 2025, featuring an AI-powered chatbot that provides verified, anonymous access to legal and e-procurement information. While the agency expects the tool to reduce direct inquiries and speed up processes, legal experts have raised concerns regarding accountability. Nasir Muftić from the University of Sarajevo noted that clear regulatory systems must be established to determine responsibility if an organization's AI provides incorrect information that leads to damages.
