AI integration advances public services in Albania and cybersecurity research

Albania has introduced four new artificial intelligence systems designed to enhance public administration and citizen services through the e-Albania platform. These systems include a Legal Overlay system to identify legislative repetitions or ambiguities, and an AI module for the European Integration and Membership Platform to accelerate the translation and alignment of Albanian legislation with EU standards. Additionally, the eIAD system assists tax administration by analyzing data to identify anomalies and risks, while 'Diella', a virtual assistant, provides direct support to citizens by helping them navigate public documents and services.

In the field of cybersecurity, Professor Blerim Rexha has highlighted the impact of AI on Capture The Flag (CTF) competitions. Research conducted by Rexha and his team, titled ‘Don’t Block, Bifurcate’, revealed that autonomous AI agents can solve cybersecurity challenges, identify vulnerabilities, and write exploits in seconds—far faster than human participants. Rexha, who teaches at the University of Prishtina and leads the Kosova Cyber Team, emphasizes that while AI changes the nature of these educational competitions, it does not replace the fundamental need for human understanding of complex systems.
