AI tools aid Medicaid enrollment and work‑requirement compliance

An artificial‑intelligence program called Angelica is being used by Kern Family Health Care to assist people enrolling in California’s Medicaid program, Medi‑Cal. The system interacts with users in their preferred language, schedules appointments and helps ensure applications are completed correctly, a task that would otherwise require about 40 full‑time staff. Critics warn that the technology could introduce algorithmic bias, data‑privacy risks and job losses.

Researchers and policy experts suggest AI could also help state Medicaid agencies implement new work‑requirement rules that will take effect on Jan. 1, 2027, requiring adults to report at least 80 hours of work, school or volunteering each month. AI could link enrollment records with payroll, tax and other program data to verify compliance and reduce administrative burdens that have previously led to coverage losses.

The proposals highlight both the potential for AI to streamline complex health‑policy administration and the need for safeguards against errors and inequities.
