Turkey plans comprehensive reform of penal execution system

Political parties in Turkey, specifically the AK Parti and MHP, are preparing for a comprehensive reform of the country's execution and penal system. The proposed changes aim to simplify the current complex legal structure, which MHP Deputy Chairman Feti Yıldız has described as a ‘patchwork quilt.’

A primary focus of the reform is to ensure equality in sentencing by preventing different execution regimes for individuals convicted of similar crimes. The initiative is expected to follow a framework law related to the ‘Terror-free Turkey’ objective and will likely be introduced to the Grand National Assembly of Turkey in stages.

Key provisions under consideration include early release and expanded probation for first-time offenders who are deemed unlikely to reoffend. The reform seeks to balance deterrence and victim protection with the goal of rehabilitating inmates and reintegrating them into society. While the discussions have sparked public speculation regarding a general amnesty, officials emphasize that the objective is to create a more just, transparent, and consistent judicial system rather than a blanket pardon.
