Albania: President Begaj decrees new administrative-territorial division
Albanian President Bajram Begaj has decreed Law No. 100/2026, establishing a new administrative-territorial division for local government units. The reform reduces the number of municipalities from 61 to 46, with the changes expected to be implemented during the local elections on May 9, 2027.
Under the new structure, 33 municipalities will remain unchanged, while 28 will undergo reorganization. This includes 15 municipalities that will lose their independent status to be merged into larger units. For example, Fushë-Arrëzi will merge with Puka, and Klosi will merge with Mat. The reform aims to improve territorial administration, financial management, and public service delivery.
The law was approved by the Albanian Parliament with 85 votes in favor and 34 against. The decision faced intense opposition from Democratic Party deputies, who argued the reform is intended for electoral purposes and proposed a referendum instead. In response, a 16-member Special Parliamentary Commission, comprising representatives from the Socialist, Democratic, Alliance for Change, and Freedom parties, has been established to oversee the second phase of the reform and ensure compliance with EU legislation.
