Albania: Allegations of 150 million euro hemodialysis concession misuse

The Democratic Party of Albania has raised allegations regarding the management of hemodialysis concessions, citing a report from the Supreme State Control. According to the party, Klodian Allajbeu, owner of the American Hospital and Hygeia networks, has benefited approximately 150 million euros (15.1 billion lek) over a six-year period through the Dia Vita company and his hospital networks.

Data from 2022 indicates that out of 193,878 total hemodialysis sessions, only 10,766 were conducted in public hospitals, while 183,112 sessions, or 94.4%, were handled by private entities and the public-private partnership (PPP) associated with Allajbeu. The Democratic Party claims the tender was awarded without competition and alleges that the Supreme State Control reported various violations, including the fictitious inflation of session numbers and the refusal of service for patients with acute illnesses.

The opposition party argues that the current PPP model serves private interests rather than improving healthcare and intends to refer these findings to legislative bodies.
