Albania approves infrastructure expropriations and road contracts

The Albanian Council of Ministers has approved several decisions regarding infrastructure and environmental projects involving the expropriation of private property for public interest. For the Elbasan–Qafëthanë road project (Phase VI), the state will expropriate various types of property, including land and buildings, in favor of the Albanian Road Authority (ARRSH). Private owners will be compensated in full, with a total estimated value of approximately 140,341,858 lek, funded through the state budget via the ‘Expropriation Fund’ at the Bank of Albania.

Additionally, the government has authorized the expropriation of private property in Vlorë to facilitate the cleaning of the collector between ‘Demokracia’ and ‘Vasil Puka’ roads. This project, benefiting the Municipality of Vlorë, involves a total compensation value of 1,732,845 lek. The State Cadastre Agency (ASHK) is tasked with registering these ownership transfers within 30 days.

In a separate development regarding road infrastructure, the Albanian Road Authority has awarded a new contract for the completion of works on the Qafa e Buallit–Martanesh road. The contract was awarded to a consortium consisting of ‘BE – IS’ SH. P. K., ‘ERGI’, and ‘VËLLEZËRIT HYSA’ for 952.9 million lek (€9.5 million) excluding VAT. This second phase aims to finish approximately 16.5 kilometers of road. The total cost for this project has risen significantly, with combined procurement values reaching approximately €19 million excluding VAT, nearly doubling the initial estimated expenditure.
