Albania employment trends show private sector growth amid social fund debates
Recent data and political announcements highlight shifting employment and social security trends in Albania. According to INSTAT, state sector employment with social insurance contributions reached 186,300 in the second quarter, a slight 0.3% increase from the previous year. In contrast, the private sector saw stronger growth, reaching approximately 590,000 contributors, a 2.7% year-on-year increase. The private sector now accounts for roughly 76% of all contributing employees.
Amidst these shifts, discussions regarding the establishment of a Social Insurance Fund have emerged. While Prime Minister Albin Kurti has proposed a fund to support workers after job loss and cover maternity and parental leave, the Private Sector Union has expressed skepticism, noting that such a fund has been a long-standing demand that has yet to be realized.
Furthermore, the rise in public sector employment is being analyzed alongside Albania's rapid digital transformation. The European Commission reported that 95% of public services are now available online. This digitalization, which includes over 1,200 electronic services, is expected to reduce the need for routine administrative staff as manual document processing and physical interactions with the administration decrease.
