Albania Enacts Major Administrative Law Reform Under President Bajram Begaj
Albania has approved a comprehensive amendment to the Law on the Organization and Functioning of the State Administration, signed by President Bajram Begaj. The reform clarifies the status, appointment and dismissal procedures for ministers' cabinet staff, removing civil‑service protection and tying their tenure directly to the minister’s mandate.
The legislation also introduces new autonomous agencies, granting them full functional independence and a five‑year mandate with a single possible re‑appointment. Their removal is limited to serious violations or poor performance. Additionally, dependent institutions face stricter accountability measures, aiming to curb unchecked expansion of the public administration.
These changes are intended to streamline governance, enhance transparency and improve regulatory standards across public services.
