Albania introduces Innovation Fund for startups and new culture financing strategy

The Albanian government is preparing a new financial instrument, the Albanian Innovation Fund, to support the development of innovative enterprises beyond the early‑stage phase. The fund will combine non‑repayable grants with equity investments, creating a public‑private partnership model overseen by the Ministry of Economy and Innovation through the agency Innovation4Albania. Its design follows the 2021‑2027 Business Development and Investment Strategy and draws on EU best practices, though the final size and sector priorities are still being defined.

In parallel, the National Culture Strategy 2026‑2030, approved by the Council of Ministers, seeks to shift culture from reliance on annual public grants toward a mixed financing model that includes private capital, tourism revenue, and digitalisation. The strategy outlines sustainable financing mechanisms, multi‑year programmes, and greater autonomy for museums, theatres and other cultural institutions, supported by a national digital platform linking collections and heritage assets.
