Albania opens public consultation on new lobbying regulations

The Commissioner for the Right to Information and Protection of Personal Data in Albania has launched a public consultation regarding a package of draft secondary legislation. These acts are designed to implement Law no. 12/2026, “On Lobbying in the Republic of Albania.”

Developed with support from Council of Europe experts, the draft regulations establish frameworks for registration in the Lobbying Register, data administration, publication, and the reporting and verification of lobbying activities. The package also includes provisions for documentation management, conflict of interest prevention, a Code of Conduct for lobbyists, and various informative and awareness-raising activities.

Public institutions, civil society organizations, media, the business community, and experts are invited to submit comments and suggestions via email. The consultation period is open until September 4, 2026. Contributions will be reviewed and potentially reflected in the final version of the acts before their official approval.
