Albania proposes law requiring salary range disclosure and hiring quotas for firms with 125+ staff

The Albanian Ministry of Economy and Innovation has released a draft law amending Law No. 15/2019 on employment promotion. The proposal obliges all employers to publish the salary interval for each advertised vacancy and to report job‑related data to the relevant labour authorities. Companies employing at least 125 workers must meet hiring quotas for persons from designated vulnerable groups; failure to meet the quota triggers a contribution to the Social Employment Fund.

The draft also creates a digital system to record workers’ professional histories and prepares Albania for participation in the European Employment Services (EURES) network, aiming to increase recruitment transparency and enable earlier labour‑market interventions.

If adopted, the measures would increase salary transparency for job seekers and impose new reporting and quota‑compliance responsibilities on medium‑ and large‑size Albanian employers.
