The Albanian government has submitted a draft budget for 2027, projecting total state revenues to exceed 907 billion lekë. A key component of the revenue plan is the expected collection of approximately 2 billion lekë from the licensing of online sports betting companies. Under new legal frameworks, citizens will be required to register using their identity cards on licensed websites or applications. Additionally, an electronic registry will be established to prevent individuals with gambling addictions from participating.

The budget also includes the issuance of an eighth Eurobond, valued at 62.6 billion lekë (approximately 650 million euros), which would be the largest in the country's history. Total foreign debt for 2027 is estimated at roughly 118.2 billion lekë.

Regarding sectoral allocations, the Ministry of Infrastructure is set to receive the largest increase of about 14 billion lekë, bringing its total to 75 billion lekë. The Ministry of Defense will see an increase of over 7.3 billion lekë, totaling 76 billion lekë. The Ministry of Education will receive an additional 2.8 billion lekë. Conversely, the budget for justice institutions is projected to decrease from 688 billion lekë in 2026 to 352 billion lekë for 2027. The newly created Ministry of Public Administration is allocated 594 billion lekë.
