Albania ranks first globally in National Cyber Security Index
Albania has ranked first in the world for cybersecurity according to the National Cyber Security Index (NCSI), achieving a score of 98.33 out of 100. This ranking places the country ahead of nations such as the Czech Republic, Canada, Estonia, and Finland.
Prime Minister Edi Rama described the achievement as a historic success, attributing the rapid ascent to a comprehensive transformation of the nation’s digital defense architecture. He noted that Albania rose from 54th place in 2023 to 15th in 2025, before reaching the top spot. Rama linked this progress to the lessons learned from a major cyberattack in July 2022, which Albanian authorities attributed to the Iranian regime.
The NCSI methodology evaluates 155 countries and territories based on 49 indicators across 12 capacities, including strategic, preventive, and responsive cybersecurity measures. These include legislation, institutional structures, international cooperation, and crisis management. The index is produced by the e-Governance Academy (eGA) based in Estonia.
