Albania secures record financing for Kërçovë‑Ohër highway project

Albania's state road agency, Rrugët Shtetërore, will receive additional funding from several domestic state‑owned firms—including Macedonian Navigation (M‑Nav), the State Lottery and the electricity transmission operator MEPSO—to repay a portion of a loan owed to China’s Exim Bank. The government also approved an interest‑free €7 million loan from M‑Nav as part of the repayment plan.

After the Chinese bank halted a €175 million tranche, a new annex with Chinese contractor Sinohydro added €186 million to the project’s financing. The extra resources will cover slope‑stabilisation works, 14 new galleries, elastic padding, parallel access roads and a tunnel control centre, pushing the revised completion deadline to 31 May 2027.
