Albania sees tourism surge and shifting labor trends

Albania is undergoing significant economic shifts driven by a booming tourism sector and a changing labor market. Tourism arrivals have risen sharply, with expectations exceeding 12 million visitors, fueled by the country's natural beauty and competitive pricing. However, this growth has highlighted the need for improved infrastructure, safety standards, and public order to manage the influx of travelers.

Simultaneously, the labor market is transforming. To address domestic shortages caused by emigration, Albania is increasingly relying on foreign workers. Data from INSTAT shows a 46.6% increase in foreign residents with permits by the end of 2025, with significant growth coming from Asia, particularly India and the Philippines.

To manage these trends, new legislative proposals aim to modernize employment policies. These include expanding job seeker definitions to include the Albanian diaspora and providing better integration services for legal foreign workers. Additionally, the creation of a Labor Market and Skills Observatory is planned to better predict economic needs and professional skill gaps.
