Albania: SPAK registers criminal complaint against Edi Rama
The Special Anti-Corruption Structure (SPAK) has registered a criminal proceeding following a complaint filed by a group of experts and protesters regarding tourism projects in protected areas. The complaint, filed on August 12, 2025, targets Prime Minister Edi Rama, other public officials, and private entities involved in developments in Zvërnec, Rrjoll, and Divjakë-Karavasta.
The investigation is based on data from “The Albanian Files” and “KKT Dossiers,” which include 252 decisions from the National Territorial Council (KKT). The complainants allege a recurring scheme involving the modification of legal provisions, the approval of special planning instruments, and subsequent permits issued by the KKT, which is chaired by the Prime Minister.
The allegations include abuse of office, unlawful influence on public officials, passive corruption of high-level officials, and the creation of a structured criminal group. While the criminal proceeding has been officially registered, no specific individuals have been formally identified as suspects at this stage.
