Albania to launch juvenile rehabilitation institute by 2027

Albanian Minister of Justice Toni Gogu announced at the 15th UN Congress on Crime Prevention and Criminal Justice in Abu Dhabi that the Institute of Education and Rehabilitation of Minors is expected to be fully functional by the first quarter of 2027.

The new institute will focus on a model centered on the child, prioritizing education, rehabilitation, and social reintegration. Gogu emphasized that a criminal act committed early in life should not define an individual's entire future, citing a successful reintegration case from Kruja as an example.

Additionally, Gogu addressed the fight against criminal networks, advocating for strong institutions, international cooperation, and the confiscation of criminal assets. He also confirmed that Albania has signed the UN Convention against Cybercrime, noting that technology should assist human judgment rather than replace it.
