Albania's municipal reform sparks protests and political debate

The Albanian government has drafted a new administrative‑territorial reform that would cut the number of municipalities from 61 to 46, merging dozens of local units. The proposal lists 15 municipalities slated to lose independent status, including Belsh, Fushë‑Arrëz, Klos, Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Maliq, Këlcyrë, Memaliaj, Libohovë, Cërrik and Prrenjas, which would be incorporated into larger neighboring councils.

Local opposition has erupted. Residents of Belsh protested the planned merger with Elbasan, fearing loss of representation and services. Similar demonstrations occurred in Poliçan, Divjakë and Libohovë, where citizens accused authorities of ignoring their voices. Socialist MP Erion Braçe called for a broader public debate, urging officials to listen to the affected communities.

The opposition Democratic Party (PD) demanded a reversal to the 1996 system of 100 municipalities, arguing the new plan would undermine local autonomy. The Socialist Party, which introduced the bill, argues the reform is needed to address demographic shifts, economic disparities and EU integration requirements. The debate is expected to influence the upcoming 2027 local elections.
