Albanian government plans restrictive measures against violent protesters
The Albanian government is preparing a package of measures to curb violent protests and penalize individuals involved in attacks on police or destruction of public and private property. Prime Minister Edi Rama announced that the government is working on a “black list” within the TIMS system, which aims to prevent violent protesters from entering European Union countries. This initiative involves cooperation with EU member states to share information regarding individuals deemed a threat to public order.
Proposed measures include the creation of a special registry for those involved in violence and the potential lowering of the age of criminal responsibility, currently set at 14. For students involved in violence against police, the government is considering the removal of state scholarships and financial support. Additionally, parents may be held liable for material damages caused by their children during protests.
To combat anonymity, the government plans to invest in technology to identify protesters wearing masks and to de-anonymize social media profiles that incite violence. Other considerations include restrictions on access to hotels, trains, and transport, as well as administrative measures for students who skip school to participate in violent acts.
