Albanian Government Seeks to End Vlorë Airport Concession Over €100 M Loan

The Albanian government has launched procedures to terminate the concession contract for Vlorë International Airport after a €100 million loan was secured by the concessionaire, Mabco, from the financial firm Delphos Securities. The loan, signed in March 2025, was intended to fund the completion of the airport’s construction and to repay an existing bank credit, but it was obtained without prior approval from the Albanian state.

The loan agreement gave Delphos Securities extensive guarantees, including rights to all future airport revenues and control over the company’s banking and financial policies. These guarantees were deemed a serious breach of the BOT concession terms, prompting authorities to consider the loan a major contractual violation and to move toward contract termination.
