Albanian Health Insurance Fund faces audit‑revealed delays for 15 patients

The National Auditing Office (ZKA) reported that the board of Albania's Health Insurance Fund has left a substantial number of applications pending since 2019. Currently, 15 citizens are awaiting approval for medical treatment abroad, one of four audit findings.

The audit documented dozens of other unexecuted decisions: seven cases from 2019, one from 2022, three from 2023, five from 2024 and eight from 2025 remain unresolved. It also identified 24 voucher cases worth over €738,000 that were issued without meeting the required number of pro‑invoices. Additional issues included under‑valuation of the asset register and over‑valuation of contingent liabilities. Of the four audit recommendations, the fund’s board accepted two and rejected the other two.
